With the introduction of the proposed Accessible Canada Act, the Canadian Accessibility Standards Development Organization would be a departmental corporation within the Department of Employment and Social Development portfolio. A board of directors would be responsible for setting the strategic direction for the Canadian Accessibility Standards Development Organization and advising the Chief Executive Officer on matters relating to the departmental corporation’s mandate.

Under the proposed Accessible Canada Act, the Canadian Accessibility Standards Development Organization’s work would comprise:


  • the development and revision of accessibility standards; 

  • the recommendation of standards to the Minister responsible for Accessibility;

  • the provision of information, products and services in relation to the accessibility standards that it has developed or revised;

  • the promotion, support and conduct of research into the identification and removal of barriers and the prevention of new barriers; and

  • the dissemination of information, including information about best practices, in relation to the identification and removal of barriers and the prevention of new barriers.


The Chief Executive Officer would report through the Minister responsible for Accessibility under the proposed Accessible Canada Act and would be responsible for overseeing day-to-day operations and providing the executive leadership and management direction for the development of standards designed to identify, remove and prevent barriers to accessibility.

Education and Experience


  • A degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and experience;

  • Experience in the disability stakeholder community and/or lived experience is an asset;

  • Recent* and significant** experience in providing executive leadership and management direction for the development and delivery of policies, strategies, approaches and initiatives;

  • Recent* and significant** experience in providing executive leadership for a multi-million dollar research program delivered in direct partnership with academic/research institutions and other independent researchers;

  • Recent* and significant** experience in providing executive leadership to direct a multi-million dollar organization’s human, financial and material resources, and ensuring that resources are managed with prudence and probity;

  • Experience in leading the development and implementation of governance and management approaches, structures and processes, as well as the interface between an organization and senior decision-makers, for example, a Board of Directors or and a Minister or Senior Executive’s office;

  • Experience in leading the development and delivery of comprehensive communications, outreach, promotion and/or engagement processes;

  • Experience in establishing and maintaining productive working relationships with provincial and territorial governments and with non-government and private sector organizations; and

  • Experience with other languages such as American Sign Language (ASL) / Langue des signes du Québec (LSQ) or alternate formats of communication is an asset.


* Recent is defined as experience gained within the last five (5) years.

**Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of at least three (3) years.

  • Knowledge of Government of Canada (Treasury Board Secretariat) operational policies and procedures;

  • Knowledge of the proposed Accessible Canada Act, accessibility policy and program frameworks;

  • Knowledge of the Canadian disability stakeholder community and their priorities related to accessibility;

  • Knowledge of standards development processes is an asset;

  • Excellent leadership and motivational skills; and

  • Ability to build organizational capacity and manage change.

Language Requirements

Proficiency in both official languages would be preferred
