An opportunity exists for a part-time board member position at the Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB).

The Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) is an independent joint agency of the Government of Canada and the Government of Newfoundland and Labrador. The C-NLOPB is responsible for the regulation of exploration and development of oil and gas activities in the Canada-Newfoundland and Labrador offshore area.

Board members make independent decisions by interpreting and applying the provisions of the Atlantic Accord and the Canada-Newfoundland and Labrador Atlantic Accord Implementation Acts. These decisions also take into account public interest in the area of offshore petroleum regulation, while also adhering to the principles of worker safety; environmental protection and safety; effective management of land tenure; maximum hydrocarbon recovery and value; and Canada-Newfoundland and Labrador benefits.

The Board consists of a chairperson and six part-time members, each appointed for a period of six years. On average, part-time members receive 45 to 70 days of compensation per year relating to Board meetings, committee work or special projects. All meetings/work of the Board are conducted in St. John’s, Newfoundland and Labrador.

Education and Experience


  • A degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training, and/or experience;

  • A degree in economics, engineering, environmental science, finance, law or a degree in Indigenous studies would be considered an asset;

  • Experience in the development of strategies, objectives, plans, best practices, and in corporate governance;

  • Experience with the development, interpretation and/or application of legislative and regulatory frameworks, or policies;

  • Experience with environmental protection and safety;

  • Experience building relationships, promoting partnerships and working with Indigenous Peoples and communities, governments, industry or other stakeholder groups;

  • Experience in any of the following would be considered an asset:

    • Experience in the oil and gas sector, fisheries and/or oceans management, or marine transportation and/or stewardship, or Indigenous affairs in Newfoundland and Labrador; or

    • Experience working with, or serving on, a board, or in offshore petroleum-related activities.

Knowledge, Skills and Abilities


  • Knowledge of the mandate and activities of the Canada-Newfoundland and Labrador Offshore Petroleum Board and of the Canada-Newfoundland and Labrador Atlantic Accord Implementation Acts;

  • Knowledge of offshore oil and gas activities in the Canada-Newfoundland and Labrador offshore area, the structure and operation of the international petroleum industry and Canada’s position in an international context; and current and emerging issues related to offshore oil and gas exploration and/or development;

  • Knowledge of strategic corporate planning, monitoring and evaluation of corporate performance;

  • Knowledge of the operations and challenges of working with both the federal and provincial governments;

  • Knowledge of the rights of Indigenous Peoples (Section 35 of the Constitution Act), the United Nations Declaration on the Rights of Indigenous Peoples and the principles respecting the government of Canada’s relationship with Indigenous Peoples;

  • Awareness of Indigenous knowledge systems and Indigenous Peoples’ concerns and priorities as they relate to development, environmental assessment and/or environmental protection;

  • Ability to reconcile divergent stakeholder positions, taking into account associated economic, social and environmental implications, including domestic and international obligations;

  • Ability to anticipate emerging issues and develop strategies to enable the Board to seize opportunities and solve problems;

  • Ability to discuss, foster debate among board members, facilitate consensus and to manage conflicts, should they arise;

  • Ability to work effectively with senior industry, provincial and federal governments, and non-government officials;

  • Superior oral and written communication skills; and

  • Ability to make timely decisions based on science, facts and evidence, and free of political interference and industry influence.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment


  • The Canada-Newfoundland and Labrador Atlantic Accord Implementation Act stipulates that members of the Board shall be subject to conflict of interest guidelines established jointly by the Federal Minister and Provincial Minister.

  • You must be willing to travel to St. John’s, Newfoundland and Labrador for Board meetings.

  • You must be prepared to travel occasionally to represent the Canada-Newfoundland and Labrador Offshore Petroleum Board at public or stakeholder events.

  • You shall not be employed in the Public Service of Canada or be a civil servant in the Province during the term of office on the Board. (statutory)
