The Federal Bridge Corporation Limited (FBCL) is a parent Crown Corporation and agent of the Crown headquartered in Ottawa, Ontario. It is incorporated under the Canada Business Corporations Act and is subject to the Financial Administration Act (FAA). It has a mandate to engage in a range of activities to ensure that the international bridges and related infrastructure in its portfolio are safe, secure, efficient, environmentally sound and well-maintained, in accordance with the International Bridges and Tunnels Act.

The Federal Bridge Corporation’s portfolio currently includes Canadian interests in:


  • The Blue Water Bridge in Point Edward, Ontario;

  • The Seaway International Bridge (SIB) in Cornwall, Ontario;

  • The Sault Ste. Marie International Bridge, in Sault Ste. Marie, Ontario; and

  • The Thousand Islands Bridge at Lansdowne, Ontario.



The CEO is responsible for all aspects of the Corporation’s activities, including the overall operating and financial performance of the FBCL, and ensures the provision of professional advice and recommendations to FBCL’s Board of Directors regarding the effective planning, oversight, maintenance, operation and management of the international bridges in the FBCL portfolio, thereby contributing to the maintenance of a secure, safe and reliable transportation and economic network.

The CEO participates in Board decision-making processes as one of the seven members of the Board.

Education and Experience


  • A degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training and/or experience;

  • Experience as a Chief Executive Officer or senior executive in a mid-size or large organization with multiple stakeholders;

  • Experience in building and maintaining productive and effective multipartite relationships with partner organizations, diverse stakeholders, and senior government officials;

  • Track record of delivering on financial, operational and strategic objectives;

  • Experience in dealing with Indigenous communities, Canadian and American municipal governments and Canadian provincial government agencies and/or authorities;

  • Decision-making experience with respect to complex and sensitive issues;

  • Demonstrated leadership of people, including motivating employees to reach corporate objectives, talent management, and organizational change;

  • Experience serving or reporting to a board;

  • Experience in the construction and/or management of large public infrastructure systems would be considered an asset;

  • Experience in the transportation sector; infrastructure revitalization; business management; economics; law; community engagement; public policy; stakeholder engagement; human-resources; trade; foreign affairs and environmental issues would be considered an asset; and

  • Successful engagement with senior political and public service officials would be considered an asset.

Knowledge, Skills and Abilities


  • Knowledge of FBCL’s mandate, mission, strategic priorities, and business activities;

  • Knowledge of the role and responsibilities of the Chairperson, the Board of Directors, and the Chief Executive Officer of the Federal Bridge Corporation Limited, including fundamental accountabilities to the Government of Canada as shareholder;

  • Knowledge of the public policy environment facing a Crown corporation, and a general understanding of the legislative environment in which it operates, including the Financial Administration Act, International Bridges and Tunnels Act ;

  • Knowledge of the local Indigenous context and capacity of ability to develop and maintain effective working relationships with local Indigenous groups, Canadian and American municipal governments and Canadian provincial government agencies and/or authorities;

  • Knowledge of human resources management;

  • Knowledge of operational and strategic corporate planning, monitoring, and evaluation of corporate performance;

  • Knowledge of risk management, including effective systems to identify, monitor, mitigate and manage risks;

  • Knowledge of effective governance principles, both at the board and organizational levels;

  • Ability to effectively manage the development/delivery of complex IT projects;

  • Ability to foster a corporate culture that promotes safety, trust, respect, ethical practices and encourages individual integrity and social responsibility;

  • Ability to promote a leadership culture that values outstanding Corporate and Operational performance;

  • Ability to understand organizational dynamics in order to identify opportunities and recognize challenges in order to drive organizational change; and

  • Strong communications skills, both written and oral, and the ability to act as a spokesperson for the Corporation in dealing with the media, public institutions, governments and other organizations.

Language Requirements

Proficiency in both official languages would be preferred.
