The Royal Canadian Mint (Mint) is the Crown corporation responsible for the minting and distribution of Canada’s circulation coins. The Mint is recognized as one of the largest and most versatile mints in the world, offering a wide range of specialized, high quality coinage products and related services on an international scale. The Mint combines modern business practices with decades of experience in coin production to deliver optimal value to customers and its sole shareholder, the Government of Canada. The Mint owns two facilities: the Ottawa facility houses the corporate head office, the gold and silver refineries and production facilities for numismatic and bullion coins, medals and medallions; and the Winnipeg Plant, which includes a plating facility, produces all of Canada's circulation coins as well as foreign circulation coins.

As Chief Executive Officer of the corporation, the Master of the Mint reports to the Board of Directors and is responsible for providing leadership and direction in all aspects of the Mint’s activities, business performance and strategic development. The Board of Directors is accountable to Parliament through the Minister of Finance.

The Master of the Mint works closely with the Chair of the Board of Directors, and develops and maintains effective working relationships with the Minister of Finance and the Minister’s Office, the Deputy Minister, and business partners and stakeholders. The Master of the Mint also promotes business development, which includes foreign travel and speaking engagements.

Education and Experience


  • A degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training and/or experience;


Leadership and management experience

  • A proven record, with significant experience as a chief executive officer or senior executive in a large, complex organization;

  • Experience in change management or as the leader of an organization in a changing industry;

  • Experience in reporting to, and/or working with, a board of directors of a large complex organization of significant size and scope;

  • Experience leading and developing strategic HR plans aligned to corporate objectives; building high performance teams and managing financial resources, ideally with exposure to a unionized workforce;

  • Experience in the use of leading technologies e.g. in cyber security, as well as determining IT strategies in order to reach corporate objectives and developing successful digital marketing campaigns.



Business/commercial/manufacturing experience

  • Experience in identifying the principal risks of a commercial organization and in establishing appropriate systems to manage these risks, including brand management and reputational risk;

  • Experience in risk management, management control frameworks and financial internal controls;

  • Experience in manufacturing processes and product design, supply chain management, manufacturing of finished products, inventory management and process improvement strategies; and/or

  • Experience in managing a global supply chain and identifying business opportunities in the marketplace.



Shareholder and stakeholder relations

  • Experience providing strategic advice and making decisions on complex and sensitive issues, as well as experience in building and maintaining productive and multipartite relationships with partner organizations and diverse stakeholders;

  • Experience working in a public policy environment or government organization and/or experience in a commercial environment within a customer-focused organization, preferably including at the international level.

Knowledge, Skills and Abilities


  • Knowledge of the Mint’s mandate, objectives and strategic priorities as well as of its governing legislative framework, including the Royal Canadian Mint Act and the Financial Administration Act, and federal government policies and priorities relating to the Mint;

  • Knowledge of the Mint’s business lines (Canadian circulation, numismatics and collectibles, foreign, and gold bullion and refinery activities), including its operations, risk management, and competitive dynamics on an international scale;

  • General knowledge of the business and political environments, along with stakeholders served by the Mint;

  • Knowledge and understanding of sound business practices and principles, including human resources and financial management, as well as good corporate governance;

  • Knowledge of quality measures within a lean manufacturing setting;

  • Superior interpersonal skills and the ability to negotiate skillfully, facilitate consensus, manage conflicts, and reconcile divergent positions;

  • Ability to develop and maintain effective working relationships with the Mint’s Board of Directors, the Minister of Finance and the Minister’s Office, the Deputy Minister, and business partners and other stakeholders, domestically and abroad;

  • Ability to appreciate the needs of a broad range of stakeholders, develop and articulate a corporate vision, and convert this into a strategic action plan;

  • Ability to manage and motivate to effect major organizational change to achieve high-performance outcomes;

  • Ability to build a culture centered on teamwork and customer-focus;

  • Ability to take a forward-looking approach in evaluating emerging issues, to seize opportunities, and to advance ideas for transformation; and

  • Superior communication skills, both written and oral, in either official language, and the ability to act as a spokesperson to deal with the media, public institutions, governments and other organizations.

Language Requirements

Proficiency in both official languages would be preferred.

  • A person is not eligible to be appointed if the person is not a Canadian citizen ordinarily resident in Canada or if the person is engaged in any undertaking involving or associated with

    1. the production or distribution of copper, copper alloy, nickel or precious metals;

    2. the purchase, production, distribution or sale of coins or coin operated devices; or

    3. the vending of goods and services by means of coin operated devices.
