Established in 1876, the Royal Military College of Canada (RMCC) is a bilingual military-civilian university that is proud of its heritage of producing leaders for the Canadian Armed Forces (CAF) and Canada. Its mission is to produce officers with the mental, physical and linguistic capabilities and the ethical foundation required to lead with distinction in the CAF. Its role is multifaceted and unique, and it is dedicated to the education and development of leaders committed to serving Canada through a programme that consists of four components: Academics, Military Leadership, Physical Fitness and Bilingualism. Located in the historic City of Kingston, against the beautiful backdrop of Lake Ontario, RMCC has approximately 200 faculty, 400 staff and 3,600 part-time and full-time graduate and undergraduate students (on-campus and distance learning) in the Faculties of Arts, Science and Engineering.

The Principal is the academic leader of RMCC accountable for defining the academic policy and frameworks for the College and for the operation of all academic and second language activities of the institution. The Principal provides the corporate leadership for the development and execution of the strategic concepts, planning and broad executive management necessary to maintain the long-standing tradition of the College as an institution of academic excellence. The Principal represents RMCC both nationally and internationally, working to maintain and further promote the College as an accredited university of academic excellence. The Principal is also the senior academic advisor of the CAF.

The Principal works within the structure of the CAF where the command structure supports the generation and operation of military resources. As a corporate leader of a hybrid military-civilian university within this command structure, the Principal must navigate the affairs of the university through the chain of command. The Commandant is the senior military officer, whereas the Principal is the senior academic officer.

Education and Experience


  • A PhD and a distinguished record of scholarship in a discipline appropriate to the College, or an acceptable combination of equivalent education, job-related training and experience;

  • A demonstrated track record of academic, corporate and/or executive leadership and organizational management, including experience in the management of human and financial resources;

  • Experience in leading and managing large-scale organizational change efforts, and implementing recommendations and initiatives;

  • Experience interacting with various levels of domestic and foreign governments;

  • Experience working on or with a board of directors or equivalent governing body;

  • Experience in the design, development and funding of basic and applied research in a broad range of disciplines would be an asset; and

  • Experience in negotiating with bargaining agents regarding collective agreements would be an asset.

Knowledge, Skills and Abilities


  • In-depth knowledge and understanding of the educational and professional development needs of the CAF, including the CAF doctrine and conceptual understanding of military leadership;

  • Strong financial literacy and knowledge of the federal government’s expectations with regard to accountability and reporting;

  • Knowledge of and appreciation for the unique character of the hybrid academic-military culture, ethos and values that have built the history and achievements of RMCC;

  • Knowledge of the RMCC’s mandate, challenges, accountabilities and operating context;

  • Knowledge of academia standards and practices in Canada, including knowledge of leading edge approaches and techniques used in the design, development and delivery of curricula at an undergraduate and postgraduate level;

  • Ability to apply sound governance and management principles and practices, as well as to monitor and evaluate performance;

  • Ability to analyze complex issues and think strategically, and balance the business needs of the organization with CAF’s interests; and

  • Superior communication skills, both written and oral, and ability to develop effective working relationships and act as a spokesperson for RMCC in dealing with Ministers and their staff, members of the CAF, stakeholders, media, public institutions, governments and other organizations.

Language Requirements

Proficiency in both official languages would be preferred.
