The Canada-Newfoundland and Labrador Offshore Petroleum Board is an independent joint agency of the Governments of Canada and Newfoundland and Labrador. It is responsible for the regulation of petroleum activities in the Canada-Newfoundland and Labrador Offshore area, including:


  • the health and safety of offshore workers;

  • protection of the environment during offshore petroleum activities;

  • management and conservation of offshore petroleum resources;

  • compliance with the provisions of the Canada-Newfoundland and Labrador Atlantic Accord Implementation Act that deal with Canada-Newfoundland and Labrador employment and industrial benefits;

  • issuance of licences for offshore exploration and development; and

  • resource evaluation, data collection, curation, and distribution.


The Board consists of the Chairperson and six part-time member positions and has a staff of 86 employees. It reports to the Government of Canada and the Government of Newfoundland and Labrador through each respective Minister responsible for energy.

The principal role of the Chairperson is to assure development of the strategic direction for the Canada-Newfoundland and Labrador Offshore Petroleum Board, and to promote the Board’s mission and objectives to the public. Moreover, it is the Chairperson’s responsibility to act as the liaison between the Members of the Board and the Canada-Newfoundland and Labrador Offshore Petroleum Board, along with the two governments, and stakeholders.

Education and Experience


  • A degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training and/or experience;

  • A degree in economics, engineering, geology, environmental science, finance or law would be considered an asset;

  • Management experience in a private or public sector organization, including human and financial resources at the senior executive level;

  • Significant experience as a member of a board, preferably as a chairperson;

  • Experience in the development of strategies, objectives, plans and best practices, and the development and/or application of legislative and regulatory frameworks and policies;

  • Experience in dealing with government, industry, non-governmental organizations and Indigenous peoples and communities or other stakeholder groups to build relationships and promote partnerships;

  • Experience in the oil and gas sector, including in environmental protection and safety; and

  • Experience in either of the following would be considered an asset:

    • Offshore petroleum activities; or

    • Representing Canada or Canadian interests on the international stage.

Knowledge, Skills and Abilities


  • Knowledge of the mandate and activities of the Canada-Newfoundland and Labrador Offshore Petroleum Board, and of the application of the legislation under which it operates;

  • Knowledge of the operations and challenges of working with both the federal and provincial governments;

  • Knowledge of strategic planning, monitoring and evaluation of corporate performance;

  • Financial literacy and knowledge of the federal and provincial governments’ expectations with regard to accounting and reporting;

  • Knowledge of the rights of First Nations, Métis and Inuit Peoples, the United Nations Declaration on the Rights of Indigenous Peoples, and the Principles respecting the Government of Canada's relationship with Indigenous peoples;

  • Knowledge of Newfoundland and Labrador’s offshore oil and gas exploration and development activities, the structure and operation of the international petroleum industry, Canada’s relative position in an international context, and current and emerging issues within that context;

  • Ability to anticipate emerging issues and develop strategies to enable the Board to seize opportunities and solve problems;

  • Ability to work effectively with industry, provincial and federal governments, Indigenous peoples and non-government senior officials;

  • Ability to provide leadership, vision, and strategic direction, to lead and manage change, manage and motivate an organization, and ensure that the Board can carry out its mandate and achieve its objectives;

  • Ability to develop and maintain effective working relationships with stakeholders, including Indigenous Peoples, senior government officials, non-government and community officials, and the media; and

  • Ability to negotiate with stakeholders with divergent positions and reach positive outcomes on complex, highly technical issues, taking into account environmental, economic and social implications.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

• Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website under Forms and reference material.

• All appointees are subject to the Conflicts of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities. The above two factors do not apply under this joint federal and provincial process.

  • The Canada-Newfoundland and Labrador Atlantic Accord Implementation Act stipulates that the Chairperson shall be subject to conflict of interest guidelines established jointly by the Federal Minister and Provincial Minister.

  • If you are appointed to this position, you may not, during your term of office, be employed in the Public Service of Canada or be a civil servant in the Province (statutory).

  • If you are appointed to this position, you must be willing to travel to St. John’s, Newfoundland and Labrador to attend Board and Committee meetings, which occur 12 to 15 times a year.

  • If you are appointed to this position, you must be prepared to travel domestically and internationally to represent the CNLOPB.
