The Farm Products Council of Canada (National Farm Products Council) works on behalf of the Government of Canada to provide oversight of the national supply management agencies for poultry and eggs, as well as to supervise national promotion and research agencies for farm products. The Farm Products Council of Canada (FPCC) is responsible for administering two federal laws: the Farm Products Agencies Act and the Agricultural Products Marketing Act.

The Vice-Chairperson is primary advisor to the Chairperson. When required, the Vice-Chairperson acts as special liaison with industry stakeholders on Council’s special projects and initiatives. As required, the Vice-Chairman sits on Complaint Committees and Public Hearing Panels.

Education and Experience

  • A degree from a recognized post-secondary institution in a relevant field of study or an acceptable combination of equivalent education, job-related training and/or experience;

  • Must be a primary producer;

  • Experience in maintaining effective relationships with, and balancing the interests of multiple stakeholders with divergent views;

  • Experience in decision-making with respect to sensitive and complex issues;

  • Experience as a member of a public oversight body, either at the federal or provincial level;

  • Experience in conflict resolution and mediation would be considered an asset;

  • Experience in a public policy related field would be considered an asset;

  • Experience in business management and operations would be considered an asset; and

  • Experience as a member of an association, board or cooperative would be considered an asset.

Knowledge, Skills and Abilities

  • A good understanding of the business, political, economic and operational challenges and opportunities facing the Canadian agricultural industry;

  • Knowledge of the Canadian supply management system for poultry and eggs;

  • Knowledge of sound governance principles, strategic planning, monitoring and performance measurement;

  • Knowledge of financial management and accounting principles would be considered an asset;

  • Knowledge of the Canadian legal system would be considered an asset;

  • Knowledge of public policy would be considered an asset;

  • Analytical skills and the ability to understand and interpret quantitative and qualitative information;

  • Ability to quickly grasp issues and their potential impact on various stakeholders;

  • Ability to establish, sustain and foster relationships;

  • Ability to reconcile varying interests and values;

  • Ability to understand, interpret and evaluate financial statements and budgets; and

  • Strong communication skills.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

  • Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website under the Forms and reference material.

  • All appointees are subject to the Conflicts of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities.   • Appointees must uphold the highest standards of probity and are expected to demonstrate behaviours in the workplace that afford respect, equality and dignity, to everyone they interact with at work at all times. The Values and Ethics Code for the Public Sector outlines the values and expected behaviours for public servants, including valuing diversity and creating workplaces free from harassment and discrimination. Governor in Council appointees are expected to uphold and respect these values and principles in a positive and active manner.

  • If appointed, you must be able and willing to travel to attend regular meetings, complaint examinations and public hearings. The time commitment required of a Vice-Chairperson is approximately 60 days a year. This includes travel time and meeting attendance.

  • A person who has reached the age of seventy years is not eligible to be appointed a member of the Council, and a member thereof ceases to hold office on reaching the age of seventy years (statutory).

  • As per the Farm Products Agencies Act, the Governor in Council shall designate one member of the Council to be the Chairman thereof and another member to be the Vice-Chairman thereof, one of whom shall be a primary producer (statutory).
