Great Lakes Pilotage Authority (Great Lakes Pilotage Authority Canada) is a Crown corporation based in Cornwall, Ontario. Its mandate is to establish, operate, maintain, and administer a safe and efficient marine pilotage within designated Canadian waters in the St. Lawrence River and the Great Lakes Region.

The Board is responsible for the Great Lakes Pilotage Authority’s strategic planning, including its business plan, finances, and overall stewardship, which involves the identification of major risks, succession planning and the setting up of an information system to meet its requirements.

Education and Experience

  • Graduation with a degree from a recognized university or acceptable combination of equivalent education, training and job related experience;

  • Experience serving as a member of a board of directors for a public or private sector organization or as a senior leader answerable to stakeholders in the public or private sector;

  • Experience in financial and human resources management;

  • Experience in dealing with senior representatives of government or the private sector;

  • Experience in pilotage, shipping, other transportation sectors or business community (preferably marine); and

  • Experience in one or more of the following areas would be considered as an asset: finance; accounting; project management; engineering; risk management; information systems; marine transportation; public relations; business administration; law; communications; community relations; or stakeholder engagement.

Knowledge, Skills and Abilities

  • Knowledge of the Authority’s mandate, mission, strategic priorities, and business activities, including the Canadian maritime industry;

  • Knowledge of the roles and responsibilities of a board member, including fundamental accountabilities to the Government of Canada as shareholder;

  • Knowledge of the public policy environment facing a Crown corporation, and a general understanding of the legislative environment in which it operates, including the Financial Administration Act and the Pilotage Act;

  • Knowledge of financial and human resources management (including compensation), strategic corporate planning, monitoring, and evaluation of corporate performance and of corporate governance, including good governance and best practices;

  • Knowledge in one or more of the following areas may be required: operation of a Pilotage Authority; international trade; finance; business administration; commerce or economics; real property management; strategic planning;

  • Financial and accounting literacy;

  • Ability to identify, analyze and define priorities and strategies;

  • Ability to anticipate emerging issues;

  • Ability to develop and maintain effective working relationships with other members and with the Authority’s partners and stakeholders; and

  • Superior communications skills, both oral and written, and the ability to manage communications with a variety of stakeholders.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

  • Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website under the Forms and reference material.

  • All appointees are subject to the Conflicts of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities.   • Appointees must uphold the highest standards of probity and are expected to demonstrate behaviours in the workplace that afford respect, equality and dignity, to everyone they interact with at work at all times. The Values and Ethics Code for the Public Sector outlines the values and expected behaviours for public servants, including valuing diversity and creating workplaces free from harassment and discrimination. Governor in Council appointees are expected to uphold and respect these values and principles in a positive and active manner.

  • No officer or employee of a Crown corporation or any of its affiliates, other than the chief executive officer of a parent Crown corporation, shall be a director of the parent Crown corporation. (Statutory)

  • An individual who is engaged in the business of providing pilotage services — or who is employed by a person that is engaged in the business of providing pilotage services or that uses pilotage services — is not eligible to be the Chairperson or other member of an Authority (Statutory).

  • The successful candidate must be willing to participate in a schedule of Board meetings as stipulated by the GLPA, as well as any requirements for participation in sub-committees, annual general meetings or other such duties as may be required. There are approximately five Board meetings and four Committee meetings per year. On average, there are three ad-hoc meetings per year.

  • Preference may be given to candidates that reside in the Great Lakes region.

  • If you are appointed to this position, you must be willing to travel across Canada and internationally.
