The Canadian Transportation Accident Investigation and Safety Board, commonly known as the Transportation Safety Board of Canada (the Board), is an independent federal agency established by the Canadian Transportation Accident Investigation and Safety Board Act that reports to Parliament through the President of the King’s Privy Council for Canada.

The mandate of the Canadian Transportation Accident Investigation and Safety Board is to advance transportation safety by conducting independent investigations, including public inquiries when necessary, into selected transportation occurrences in order to make findings as to their causes and contributing factors; identifying safety deficiencies as evidenced by transportation occurrences; making recommendations designed to eliminate or reduce any such safety deficiencies; and reporting publicly on its investigations and related findings.

The Board consists of not more than five members, including the Chairperson.

The Chairperson is the chief executive officer of the Board and has exclusive responsibility for managing personnel, financial and property matters and for all other aspects of the internal management of the Board.

Board Members ensure investigation reports on transportation accidents reflect objective, competent analysis of safety failures in the national transportation system and make recommendations to address deficiencies.

Education and Experience


  • A degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training and/or experience;

  • Extensive operational or technical experience in the federally regulated transportation industry (air, marine, rail or pipeline transportation) or in the area of human performance and system safety;

  • Extensive experience at the senior management level within the private (regulator, operator or transportation industry stakeholder) or public sector, including managing human and financial resources;

  • Government or private industry experience in or related to air, marine, rail and/or pipeline transportation;

  • Experience in leading comprehensive impartial investigations or inquiries;

  • Experience in building and maintaining effective relationships with internal and external stakeholders, senior officials from government and strategic partners;

  • Demonstrated experience in the interpretation and application of legislation in the context of an independent investigative, inquiry or review role;

  • Experience in policy development in the context of transportation investigations; and

  • Decision-making experience, ideally with respect to complex technical issues.

  • Knowledge of sound governance principles and practices;

  • Knowledge of the mandate and mission of the Canadian Transportation Accident Investigation and Safety Board, its strategic priorities, public policy issues, governing legislation (including the Canadian Transportation Accident Investigation and Safety Board Act), and related regulations;

  • Knowledge of a least one of the modes of transportation under federal jurisdiction;

  • Knowledge of investigative practices and processes and knowledge of the conduct of independent investigations and inquiries, as well as the principles of procedural fairness, administrative law and natural justice;

  • Knowledge of human performance and system safety concepts;

  • Superior oral and written communication skills in both official languages;

  • Ability to build effective teams by developing and cultivating strong leadership to establish and achieve the Board’s strategic goals;

  • Ability to build and maintain effective and productive relationships and to lead and engage a broad range of stakeholders and partners in important safety issues;

  • Ability to think conceptually and strategically;

  • Ability to write clear and concise reports, analyses and recommendations;

  • Ability to interpret and apply relevant statutes, regulations, policies and other documents in a decision-making environment; and

  • Ability to analyze complex technical information and synthesize key information.

Language Requirements

Proficiency in both official languages would be preferred.
