The National Capital Commission is a federal Crown corporation dedicated to ensuring that Canada’s Capital is a dynamic and inspiring source of pride for all Canadians and a legacy for generations to come. The corporation is responsible for planning, as well as taking part in the development, conservation and improvement of Canada’s Capital Region. It fulfills this role through the following areas of activity: setting the long-term urban planning direction for federal lands in Canada’s Capital Region; guiding and controlling the use and development of federal lands in Canada’s Capital Region; managing, conserving and protecting National Capital Commission assets (including Gatineau Park, the Greenbelt, real property, and other assets such as bridges, pathways and parkways); and maintaining heritage sites in Canada’s Capital Region, such as the official residences and commemorative sites. The National Capital Commission is accountable to Parliament through the Minister of Canadian Heritage.

The Chief Executive Officer is responsible for overseeing and directing all aspects of the National Capital Commission’s activities, as well as executing strategic policy direction for the National Capital Commission. The Chief Executive Officer is also a member of the National Capital Commission’s board of directors.

Education and Experience

  • A degree from a recognized university in a relevant field of study or an acceptable combination of equivalent education, job-related training and/or experience;

  • Corporate leadership experience at the Chief Executive Officer or senior executive level, including the management of human and financial resources;

  • Experience in strategic management, organizational change and implementing modern corporate governance principles and best practices;

  • Experience in dealing with all levels of government, preferably with senior officials;

  • Experience in managing the needs and sensitivities of diverse stakeholder groups in a multi-stakeholder environment;

  • Experience in reporting to or serving a Board of Directors;

  • Experience in real asset management; and

  • Experience in engagement and consultations with Indigenous communities would be considered an asset.

Knowledge, Skills and Abilities

  • Knowledge of the National Capital Commission’s mandate, business activities and public policy issues, as well as its governing legislation, including the National Capital Act and the Financial Administration Act;

  • Knowledge of the federal government’s policies and priorities, including openness and transparency, and how they relate to the National Capital Commission;

  • Knowledge of real asset management, urban planning and other related fields such as tourism, communications, marketing and architecture;

  • Knowledge of heritage preservation and environmental sustainability;

  • Knowledge of Crown Corporation governance model;

  • Financial literacy and knowledge of the principles and practices of sound management, risk management, financial sustainability and corporate governance;

  • Knowledge of strategic corporate planning, monitoring and evaluation of corporate performance;

  • Ability to manage and provide corporate vision and leadership as well as to execute the strategic direction needed to ensure that the National Capital Commission is able to fulfill its mandate and achieve its objectives;

  • Ability to identify, analyze and define priorities and strategies;

  • Ability to implement decisions made by the Board and report back on their progress as well as facilitate consensus and to manage conflicts, should they arise;

  • Ability to develop and maintain effective relationships with the Board of Directors, the Commission’s management, the Minister of Canadian Heritage, the Minister’s office, the Deputy Minister of Canadian Heritage, provincial and municipal governments, Indigenous communities and the Commission’s key stakeholders and partners;

  • Ability to collaborate with key stakeholders in the planning and development of National Capital Commission’s programs and the Capital; and

  • Superior communication skills, both written and oral, and the ability to manage communications with a variety of stakeholders.n asset.

Proficiency in both official languages would be preferred.

  • If you are appointed to this position, you must reside in or be willing to relocate to the National Capital Region, or to a location within a reasonable commuting distance.

  • The successful candidate may be required to appear before Parliamentary Committees including, among others, the Standing Committee on Canadian Heritage.

  • You are prepared to acquire a Top Secret security clearance.
