Under the Canadian Net-Zero Emissions Accountability Act, the Net-Zero Advisory Body (Net-Zero Advisory Body) is mandated to provide the Minister of Environment and Climate Change with independent advice with respect to achieving net-zero emissions by 2050, including advice respecting:


  1. greenhouse gas emissions targets for milestone years (i.e., 2030, 2035, 2040, 2045);

  2. greenhouse gas emissions reduction plans by the Government of Canada, including measures and sectoral strategies that the Government of Canada could implement to achieve a greenhouse gas emissions target; and

  3. any matter referred to it by the Minister.


The Net-Zero Advisory Body’s mandate also includes conducting engagement activities related to achieving net-zero emissions.

Members of the Net-Zero Advisory Body participate in briefings, meetings, and engagement activities related to achieving net-zero in order to develop independent advice for the Minister. They may also participate in promoting the work of the Net-Zero Advisory Body to decision-makers, stakeholders, and the public and in building networks with other organizations with similar mandates.

The Net-Zero Advisory Body is composed of up to 15 members. Members serve as individuals. They do not represent any organization that they are affiliated with.

Education and Experience


  • Applicants must have a high school diploma or equivalent; and

  • Applicants must have experience leading an organization, project, or initiative relevant to climate change mitigation and/or net-zero.

If you move on to the next stage of the selection process, the following criteria will be assessed:

Knowledge, Skills and Abilities


  • Knowledge of at least one of the following:

    1. climate change science, including the environmental, ecological, social, economic and distributional effects of climate change;

    2. Indigenous knowledge;

    3. other relevant physical and social sciences, including economic analysis and forecasting;

    4. climate change and climate policy at the national, subnational and international levels, including the likely effects and efficacy of potential responses to climate change;

    5. energy supply and demand;

    6. relevant technologies; or

    7. another area of relevance to Canada’s ability to achieve net-zero emissions by 2050.



  • Knowledge of or experience in public engagement and communications, particularly in relationship to climate change, will be considered an asset;

  • Ability to demonstrate knowledge of the current issues and significant actors within your area of expertise;

  • Ability to work collaboratively in a group representing diverse experiences, expertise, and opinions; and

  • Ability to give presentations and speak in public forums.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment


  • Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website under the Forms and reference material.

  • All appointees are subject to the Conflicts of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities.   • Appointees must uphold the highest standards of probity and are expected to demonstrate behaviours in the workplace that afford respect, equality and dignity, to everyone they interact with at work at all times. The Values and Ethics Code for the Public Sector outlines the values and expected behaviours for public servants, including valuing diversity and creating workplaces free from harassment and discrimination. Governor in Council appointees are expected to uphold and respect these values and principles in a positive and active manner.

  • If you are appointed to this part-time position, you must be willing to dedicate approximately 8-10 hours per month to fulfill your duties.
