The mandate of the Pacific Pilotage Authority is to establish, operate, maintain, and administer in the interest of safety, an efficient pilotage service within the region set out in respect of the Authority, on a basis of financial self-sufficiency. The Pacific Pilotage Authority exercises public regulatory authority, and also issues, suspends or revokes pilot licenses and certificates.

In fulfilling its roles and responsibilities, the Board’s duty is to comply with the requirements outlined in the Pilotage Act and the Financial Administration Act. As well, it is bound by the applicable Regulations arising from the Acts. The Board ensures that the corporation fulfils its mandate by setting the corporation’s strategic direction, organizational goals, and monitoring their implementation.

The Authority’s corporate objectives are the following :

  • To provide safe, reliable and efficient marine pilotage and related services in the coastal waters of British Columbia, including the Fraser River;

  • To implement sustainable practices within the Authority and contribute to government’s environmental, social and economic policies as they apply to the marine industry on the Pacific coast of Canada;

  • To provide the services within a commercially-oriented framework, by maintaining financial self-sufficiency, through a combination of cost management and tariffs that are fair and reasonable;

  • To achieve the highest productivity of the Authority’s resources in the interest of safe navigation; and

  • To assume a leadership role in the marine industry we serve, by facilitating decisions resulting in improvements to navigational safety and the efficiency of marine operations.

Education and Experience

  • A degree from a recognized university in a relevant field of study, or an acceptable combination of equivalent education, job-related training and/or experience;

  • Experience serving as a chairperson or member of a board of directors for a public or private sector organization or as a senior executive answerable to stakeholders in the public or private sector;

  • Management experience at the senior executive level, including managing human and financial resources and dealing with senior representatives of government or the private sector;

  • Experience in strategic management, performance management, organizational change, and implementing modern corporate governance principles and best practices;

  • Experience dealing with stakeholders, and different levels of government, preferably with senior officials; and

  • Experience in the shipping, pilotage, marine industry or public administration sectors would be an asset.

Knowledge, Skills and Abilities

  • Knowledge of the Pacific Pilotage Authority’s mandate, mission, strategic priorities, and business activities including the Canadian pilotage industry;

  • Knowledge of the role and responsibilities of the Chairperson, the Board of Directors and the President and Chief Executive Officer including fundamental accountabilities to the Government of Canada as shareholder;

  • Knowledge of the public policy environment facing a Crown corporation, and a general understanding of the legislative environment in which it operates, including the Financial Administration Act;

  • Knowledge of financial and human resources management;

  • Knowledge of corporate governance and best practices;

  • Knowledge of strategic corporate planning, monitoring, and evaluation of corporate performance;

  • Ability to develop effective working relationships with the Minister, the Deputy Minister, and the Corporation’s business partners and stakeholders;

  • Ability to anticipate emerging issues and lead organizational change;

  • Ability to foster debate and discussion among Board members to facilitate consensus; and

  • Strong communications skills, both written and oral, and the ability to act as a spokesperson in dealing with the media, public institutions, governments and other organizations.

Language Requirements

Proficiency in both official languages would be preferred.

  • All appointees are subject to the Conflicts of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities.   • Appointees must uphold the highest standards of probity and are expected to demonstrate behaviours in the workplace that afford respect, equality and dignity, to everyone they interact with at work at all times.   • No officer or employee of the Pacific Pilotage Authority or any of its affiliates, other than the chief executive officer, shall be a director of the Pacific Pilotage Authority. (Statutory)
