The Canada Revenue Agency (CRA) is a large and complex organization that touches the lives of Canadians every day. Its mission is to administer tax, benefits and related programs and to ensure compliance on behalf of governments across Canada, thereby contributing to the ongoing economic and social well-being of Canadians. The CRA has a workforce of approximately 50,000 employees located across Canada with an annual budget of over $4 billion. The Canada Revenue Agency processed over $482 billion in taxes and duties in 2020 2021 and issued over $44.4 billion in benefits payments.

The Canada Revenue Agency’s governance structure is comprised of a Minister, Commissioner and Chief Executive Officer, and the Board of Management, as defined in the Canada Revenue Agency Act. The successful candidate would become a member of the Board of Management, which provides strategic guidance and oversees the organization and administration of the Agency as well as the management of its resources, services, property, personnel and contracts. The candidate, like the Board, is expected to bring a forward-looking, strategic perspective to the Agency’s operations and foster sound management and service delivery.

The key work of a Director is to prepare for, attend, and actively participate in the quarterly and ad hoc meetings of the Board and its Committees. Based on their experience and expertise, they ask relevant and probing questions and provide advice and direction on the Agency’s work and the Board’s mandate. They fulfill their oversight role in a manner that encourages open and frank discussions and is respectful of other members of the Board and the Agency’s senior management.

Education and Experience


  • A degree from a recognized university in a relevant field of study, and/or an acceptable combination of education, job-related training and/or business experience;

  • Experience in board discussions and significant senior-level expertise in:

    • financial management;

    • information technology (particularly cyber security and data management);

    • large transformation projects;

    • multi-dimensional client service;

    • legal issues; and/or

    • change management.



  • Experience in advancing diversity & inclusion strategies in an institutional context is also an asset.

Knowledge, Skills and Abilities


  • Knowledge of the roles and responsibilities of a director and the Canada Revenue Agency’s Board of Management;

  • Knowledge of the Canada Revenue Agency’s mandate and of the legislative framework within which it operates;

  • Knowledge of the current best practices in corporate governance; and

  • Ability to develop and maintain constructive relationships and facilitate information-sharing and meaningful dialogue among board members, the senior management team, and senior government officials.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment


  • Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website under the Forms and reference material.

  • All appointees are subject to the Conflict of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities.   • Appointees must uphold the highest standards of probity and are expected to demonstrate behaviours in the workplace that afford respect, equality and dignity, to everyone they interact with at work at all times. The Values and Ethics Code for the Public Sector outlines the values and expected behaviours for public servants, including valuing diversity and creating workplaces free from harassment and discrimination. Governor in Council appointees are expected to uphold and respect these values and principles in a positive and active manner.

  • You are a Canadian citizen or permanent resident within the meaning of subsection 2(1) of the Immigration and Refugee Protection Act (statutory).

  • You are not a member of the Senate or House of Commons or a member of a provincial or territorial legislature (statutory).

  • You are not employed on a full-time basis in the federal public administration or the public service of a province or territory (statutory).

  • If you are appointed to this position, you must be willing to travel to Ottawa, Ontario, or other locations across Canada, to attend Board of Management meetings in person on a quarterly basis. Meetings will also be held, as required, by videoconference.
