The Jacques Cartier and Champlain Bridges Incorporated (JCCBI) operates, manages, monitors, constructs, rehabilitates, maintains and repairs the following bridges, roads, and tunnels under federal jurisdiction located in the Greater Montreal Area: the Champlain and Jacques Cartier Bridges, the federal sections of the Honoré Mercier Bridge, and the Bonaventure Expressway, as well as the Champlain Bridge Ice Control Structure, and the Melocheville Tunnel.

Every day, the Corporation ensures a safe drive for thousands of users by managing, maintaining and repairing this important infrastructure for Greater Montreal. The Corporation also ensures that these critical structures remain safe, fully functional and aesthetically pleasing both today and in the future. It conducts construction, rehabilitation and reinforcement projects on the infrastructure under its responsibility and oversees the operation and maintenance of these structures.

The board of directors of the JCCBI is composed of up to seven (7) members, including the Chairperson and the Chief Executive Office. The Board provides strategic guidance and oversees the organization and administration of the JCCBI as well as the management of its resources, services, property, personnel and contracts. It sets corporate objectives and strategic directions, oversees the implementation of said objectives and strategic plan, monitors corporate performance, reviews financial objectives and results, analyzes key dimensions such as security, safety, environment and risk management, ensures that the principal risks are identified, mitigated and managed for each project and maintains strong and effective stakeholder communications.

Safety and security remain top priority issues. Given that many of the infrastructure assets of the JCCBI controls were built prior to 1965, careful monitoring is required. Significant capital investments need to be carefully managed to ensure the continued safety of existing assets, and construction of new assets. The Board is working on rehabilitation programs to address these issues and exhaustive repair plans are underway for some of the structures.

In view of the significant responsibilities of the JCCBI, board members schedule numerous meetings of the Board and its committees throughout the year to manage the JCCBI’s various activities. Special meetings may be called on short notice to address specific or emergency issues. Board members are permitted to attend board and committee meetings in person or by electronic means, although they attend the majority of meetings in person.

Education and Experience


  • A degree from a recognized university in a relevant field of study or an acceptable combination of equivalent education, job-related training and/or experience;

  • A degree from a recognized university in engineering, human resources, commerce, accounting or law would be considered an asset;

  • Experience in implementing modern corporate governance principles and best practices;

  • Experience in project management;

  • Experience serving as a member of a board of directors for a public or private sector organization or as a senior executive answerable to stakeholders in the public or private sector would be considered an asset;

  • Experience in managing and planning of active transportation would be considered an asset; and

  • Experience in any of the following would be considered an asset:

    • Experience in managing human and financial resources;

    • Experience in managing legal, human resources and communications personnel; or

    • Experience in the management, construction, rehabilitation and/or maintenance of infrastructure or in the transportation sector.

Knowledge, Skills and Abilities


  • Knowledge of the mandate, mission and activities of the JCCBI and a good understanding of the legislative framework in which it operates, including applicable labour laws;

  • Knowledge of corporate governance and best practices;

  • Knowledge of infrastructure rehabilitation and project management;

  • Financial literacy;

  • Knowledge about the Greater Montreal Area in which JCCBI operates would be an asset;

  • Knowledge of government functions and operations, including public policy areas, is a further asset;

  • Ability to facilitate information-sharing and effective working relationships with other board members, management, government officials, business partners, stakeholders and employees of the JCCBI and to demonstrate respect, ethics and extending trust in order to achieve organizational goals;

  • Superior communication skills, both written and oral; and

  • Abilities in one or more of the following areas would be considered an asset:

    • Ability to anticipate emerging issues and lead organizational change;

    • Ability to develop, review and analyze workforce reports and metrics and to lead organizational change;

    • Ability to apply human resources management principles to anticipate the short and long-term needs of the JCCBI, evaluate potential options and identify alternative solutions to problems; or

    • Negotiation and conflict management skills.



Language Requirements

Proficiency in both official languages would be preferred.
