The Military Police Complaints Commission (MPCC) is a federal quasi-judicial body, established by the Parliament of Canada under the National Defence Act. Independent from the Department of National Defence and the Canadian Armed Forces, it was created to review and investigate complaints concerning the Military Police with objectivity and fairness.

The mandate of the MPCC is to monitor and investigate conduct complaints against the Military Police in the performance of their policing duties and functions and, to investigate interference complaints from the Military Police against members of the Canadian Armed Forces and senior officials of the Department of National Defence. The MPCC may call a public interest hearing into a complaint, wherein, it may exercise legislative authority to compel, subpoena, and summon witnesses to appear and testify before the MPCC in a public forum.

The Chairperson is the Chief Executive Officer of the MPCC responsible for its effective operation and has supervision over the direction of the work and staff of the Commission.

Education and Experience


  • A degree from a recognized university in a relevant field of study (such as law, criminology, criminal justice or related post graduate degree);

  • Experience in managing at the senior executive level in a private or public sector organization;

  • Experience in the interpretation and application of legislation, regulations, policies, directives and standards;

  • Experience in policing, law enforcement or criminal law;

  • Experience in the operation and conduct of a quasi-judicial tribunal, agency, organization or equivalent would be considered an asset; and

  • Experience in the development of policies, directives and standards would be considered an asset.

Knowledge, Skills and Abilities


  • Knowledge of the application of administrative law, law of policing, criminal law and the Canadian Charter of Rights and Freedoms;

  • Knowledge of the procedures and practices involved in conducting a quasi-judicial hearing and of the legal principles involved, particularly as these relate to evidence, legal interpretation and natural justice;

  • Knowledge of the mandate, complaints process and organizational structure of the Military Police Complaints Commission;

  • Knowledge of policing practices, police administration, police legislation, professional standards of conduct, police operations and investigation techniques;

  • Knowledge of the Canadian Armed Forces, Military Police, Department of National Defence, and their mandate, organizations and structure;

  • Ability to provide excellent management, leadership and interpersonal skills, including the ability to motivate employees and members of the MPCC;

  • Ability to review files, gather facts, interpret legislation, regulations, policies, standards, directives and case precedents;

  • Ability to conduct fair and efficient public interest hearings;

  • Ability to analyze all aspects of a case and make lawful, fair and equitable decisions;

  • Ability to anticipate long-term and short-term effects of decisions;

  • Ability to communicate effectively both orally and in writing; and

  • Ability to maintain good relationships with stakeholders and clients.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment


  • Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website under the Forms and reference material.

  • All appointees are subject to the Conflicts of Interest Act.   • Willingness to relocate to the National Capital Region or within a reasonable commuting distance.

  • Canadian Armed Forces members and employees of the Department of National Defence are not eligible for this position.

  • If appointed, you must willing to travel across Canada and internationally.
