The Jacques Cartier and Champlain Bridges Incorporated (JCCBI) operates, manages, monitors, constructs, rehabilitates, maintains and repairs the following bridges, roads, and tunnels under federal jurisdiction located in the Greater Montreal Area: the Champlain and Jacques Cartier Bridges, the federal portion of the Honoré Mercier Bridge and approaches thereto, and three related infrastructure, namely a section of the Bonaventure Expressway, the Champlain Bridge Ice Control Structure, and the Melocheville Tunnel. Its mission is to provide a safe passage for users through the management, maintenance, and rehabilitation of its infrastructure assets by optimizing traffic flow and respecting the environment. The JCCBI strives to provide the Government of Canada with the highest level of custodianship of these infrastructure assets.

The Chief Executive Officer (CEO) is responsible for providing strategic guidance, oversight and leadership to the JCCBI and is accountable to the board of directors. The CEO will be responsible to create vision and strategy, mobilize people, uphold integrity and respect, collaborate with partners and stakeholders, promote innovation and guide change and achieve results.

The CEO is responsible for all aspects of the Corporation’s activities, including the overall operating and financial performance of the JCCBI, and ensures the provision of professional advice and recommendations to the JCCBI’s Board of Directors regarding the effective planning, oversight, maintenance, operation and management of the infrastructure in the Corporation’s portfolio, thereby contributing to the maintenance of a secure, safe and reliable transportation and economic network. The CEO participates in board decision-making processes as one of the seven members of the Board.

Education and Experience


  • A degree from a recognized university in a relevant field of study;

  • A degree from a recognized university in engineering, business, accounting, human resources, or law would be considered an asset;

  • Experience as a CEO or senior executive in a mid-size or large organization with multiple stakeholders;

  • Experience in building and maintaining productive and effective multipartite relationships with Indigenous communities, Canadian municipal governments, Canadian provincial government agencies and/or authorities, senior civil servants as well as with diverse stakeholders;

  • Experience in decision-making with respect to complex and sensitive issues;

  • Experience in leadership, including articulating a clear strategic vision, motivating a team to meet strategic, financial and operational objectives, decision-making with respect to complex and sensitive issues, acute problem-solving capabilities, strong team orientation and effective organizational leadership skills;

  • Experience serving or reporting to a board would be considered an asset; and

  • Experience in the management of major construction engineering or rehabilitation or maintenance of large-scale public infrastructure would be considered an asset.

Knowledge, Skills and Abilities


  • Knowledge of the JCCBI’s mandate, mission, strategic priorities, and business activities;

  • Knowledge of the role and responsibilities of the Chairperson, the board of directors, and the CEO of the JCCBI, including fundamental accountabilities to the Government of Canada as shareholder;

  • Knowledge of the public policy environment facing a Crown corporation, and a general understanding of the legislative environment in which it operates, including the Financial Administration Act;

  • Knowledge of the local Indigenous context and capacity to develop and maintain effective working relationships with local Indigenous groups, Canadian municipal governments and Canadian provincial government agencies and/or authorities

  • Knowledge of effective governance and risk management principles, both at the board and organizational levels;

  • Ability to foster a corporate culture that promotes safety, trust, respect, ethical practices and encourages individual integrity and social responsibility;

  • Ability to promote a leadership culture that values outstanding Corporate and Operational performance;

  • Ability to understand organizational dynamics in order to identify opportunities and recognize challenges in order to drive organizational change; and

  • Ability to communicate effectively both in writing and orally, including the ability to act as a spokesperson for the Corporation in dealing with the media, public institutions, governments and other organizations.

Proficiency in both official languages is required.
