The International Authority is a joint Canada-Michigan governance entity established to oversee and approve key steps in the public-private partnership procurement process for the Gordie Howe International Bridge. It is also responsible for monitoring compliance of the Windsor-Detroit Bridge Authority with the Crossing Agreement signed by Canada and Michigan in 2012 and the Project Agreement with the private partner. The International Authority consists of six members with equal representation from Canada and Michigan. Two members are appointed by Canada, one appointed by the Windsor-Detroit Bridge Authority and three appointed by Michigan. The appointment term is until one year after the bridge opening (currently expected to be November 2025).

Education and Experience


  • A degree from a recognized university in a relevant discipline or a combination of equivalent education, job-related training and experience;

  • Experience developing and fostering productive relationships with a variety of stakeholders from various backgrounds such as other governments, non-governmental organizations, Indigenous peoples and communities;

  • Experience serving as a member of a board, commission, tribunal, or other similar body in the public or private sector;

  • Experience working at a senior level in a large or complex organization;

  • Experience in the interpretation and application of Canadian legislation, regulations, agreements, or policies; and

  • Experience in projects or programs which impact both Canada and the US.

If you move on to the next stage of the selection process, the following criteria will be assessed:

Knowledge, Skills and Abilities


  • Knowledge of the operations and challenges of working with both the Canadian and American federal and sub-federal governments, as well an understanding of the mandates of Infrastructure Canada and the Windsor-Detroit Bridge Authority;

  • Knowledge of the Canada-U.S bilateral relationship including its trade, transportation and economic context;

  • Knowledge of relevant legislation and policy frameworks such as the Crossing Agreement, the International Bridges and Tunnels Act, the Bridge to Strengthen Trade Act, and the Financial Administration Act;

  • Knowledge of the relevant industry/sector and functional subject matter area;

  • Knowledge of one or more of the following areas; accounting; finance; construction engineering; Canada and/or Michigan law; marketing; communications; public relations; infrastructure procurement and project management; safety and security management; cybersecurity;

  • Ability to effectively develop, with Canadian and U.S federal, provincial, state and municipal governments and stakeholders, the relationships required to promote the Gordie Howe International Bridge and continued cross-border transportation and economic networks;

  • Superior communication skills, both written and oral, and the ability to manage communications with a variety of stakeholders;

  • Ability to develop effective working relationships in a complex environment with colleagues and staff as well as strategic partners within Canada and internationally; and

  • Problem-solving, consensus-building, facilitation and negotiation abilities.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment


  • Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website under the Forms and reference material.

  • All appointees are subject to the Conflicts of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities.   • Appointees must uphold the highest standards of probity and are expected to demonstrate behaviours in the workplace that afford respect, equality and dignity, to everyone they interact with at work at all times. The Values and Ethics Code for the Public Sector outlines the values and expected behaviours for public servants, including valuing diversity and creating workplaces free from harassment and discrimination. Governor in Council appointees are expected to uphold and respect these values and principles in a positive and active manner.

  • It is a condition of qualification that members, at the time of appointment and throughout their term:

    • Shall be at least eighteen (18) years of age and a citizen and resident of Canada;

    • Shall not owe a duty under Applicable Law as an elected of public official to any Governmental Authority, that would conflict with the duty that the member would owe to the best interests of the Gordie Howe International Bridge; and

    • Shall not directly or indirectly engage in providing goods to or services in respect of the Gordie Howe International Bridge and shall not directly or indirectly compete in respect of the Gordie Howe International Bridge (statutory).
