Defence Construction Canada (Defence Construction (1951) Limited) is a federal Crown corporation that carries out a wide range of procurement, construction, operational, maintenance, environmental and full lifecycle support activities required to fulfill the defence infrastructure needs of Canada. Defence Construction Canada's clients include the Department of National Defence, the Canadian Armed Forces, and the Communications Security Establishment of Canada.

Reporting to the Board of Directors, the President and Chief Executive Officer is primarily responsible for the overall management and performance of the Corporation. This includes;


  • meeting with the Executive Management Team on a regular basis to review strategic, operational, financial, and human resources matters;

  • leading annual strategic planning processes, including a risk management analysis and the protection of the assets of DCC;

  • maintaining a productive and collaborative relationship with the Chairperson of the Board of Directors;

  • maintaining a productive and professional relationship with representatives of Defence Construction Canada’s clients and the construction industry as a whole;

  • ensuring that the appropriate organizational structures, systems, staff resources, compensation programs and infrastructure are made available to achieve corporate plan objectives and DCC’s mandate; and

  • monitoring performance goals against objectives to ensure that the operations and governance of DCC fulfill the mandate, vision and business strategies approved by the Board of Directors.

Education and Experience


  • A degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience;

  • Significant management experience at the senior executive level, including managing human and financial resources and working with a board of directors;

  • Experience in strategic management, organizational change and implementing modern corporate governance principles and best practices;

  • Experience working directly or indirectly in the construction industry, including but not limited to experience managing and delivering retrofit projects;

  • Experience in managing diverse and complex stakeholder relations;

  • Experience working with various levels of government; and

  • Experience in risk-management which includes past experience developing risk management frameworks and reporting on mitigation strategies.

Knowledge, Skills and Abilities


  • Knowledge of the mandate of DCC, its business activities and public policy issues, as well as its governing legislation including the Canada Business Corporations Act, the Defence Production Act and the Financial Administration Act;

  • Knowledge of the federal government’s policies and priorities and how they relate to DCC;

  • Knowledge of corporate governance principles and best practices;

  • Knowledge of financial planning and reporting processes;

  • Knowledge of public-private partnerships (PPP) and alternative project delivery methods, such as design-build and joint ventures;

  • Knowledge of the construction industry and the specific challenges that may arise within the sector;

  • Knowledge of procurement practices, including those of the Government of Canada;

  • Ability to manage, provide corporate vision, leadership and the strategic direction needed for DCC to fulfill its mandate and attain its objectives effectively and efficiently;

  • Ability to develop effective relationships with a board of directors, stakeholders, clients, and DCC’s partners;

  • Ability to implement decisions made by the Board of Directors and report back to the Board on progress, as well the ability to facilitate consensus and to manage conflicts, should they arise; and

  • Superior communication skills, both written and oral, and the ability to act as a spokesperson in dealing with stakeholders, media, public institutions, governments and other organizations.


Language Requirements

Proficiency in both official languages would be preferred.
