The mandate of the Royal Canadian Mounted Police External Review Committee is one of civilian oversight of labour relations within Canada's national police, the Royal Canadian Mounted Police. The External Review Committee reviews certain types of grievances, as well as appeals regarding formal disciplinary measures, and discharge and demotion cases. As well, it provides findings and recommendations to the Commissioner of the Royal Canadian Mounted Police, who is the final decision maker.

The External Review Committee Chairperson is the Chief Executive Officer and has supervision over the direction of the work and staff of the Committee.

The Chairperson leads the External Review Committee in delivering its appeal case review mandate in a dynamic environment. The Chairperson provides legal findings and recommendations for final decisions in the appeal cases that the External Review Committee reviews to the Royal Canadian Mounted Police Commissioner, and must be legally trained in order to bring to bear the required expertise.

In the absence or incapacity of the Chairperson, the Vice-Chairperson may exercise the powers and perform the duties and functions of the External Review Committee Chairperson.

The Vice-Chairperson of the Royal Canadian Mounted Police External Review Committee assists and supports the Chairperson in his/her role as Chairperson of a quasi-judicial body.
The Vice-Chairperson must be legally trained and bring to bear expertise in writing and issuing legal findings and recommendations for the appeal cases that the External Review Committee reviews (which findings and recommendations are provided to the Royal Canadian Mounted Police Commissioner, for final disposition).

Education and Experience


  • A degree in law from a recognized university;

  • A member of at least five years standing at the bar of a province or territory or a notary of at least five years standing at the Chambre des notaires du Québec;

  • Significant and recent management experience at the senior executive level in a private or public sector organization, including managing financial and human resources;

  • Significant and recent experience in the interpretation and application of legislation, government policies, and directives in an adjudicative environment;

  • Significant and recent experience in the development of policy and performance standards and operational procedures;

  • Experience in the operation and conduct of an adjudicative tribunal, an agency or an equivalent organization would be considered an asset; and

  • Experience in police labour relations would be considered an asset.

Knowledge, Skills and Abilities


  • Knowledge of the mandate and activities of the External Review Committee, and of the Royal Canadian Mounted Police Act, the Royal Canadian Mounted Police Regulations, the Commissioner’s Standing Orders and other relevant legislation;

  • Knowledge of the operations of the federal government, including those related to sound management principles, strategic reporting, accountability and transparency;

  • Knowledge of administrative law, the principles of natural justice, and the rules and practices followed by adjudicative tribunals in Canada;

  • Knowledge of the culture of the Royal Canadian Mounted Police and its management approaches and issues, including public pressures that have an effect on the organization;

  • Ability to provide corporate vision, leadership and the strategic direction needed for the External Review Committee to attain its mandate and objectives;

  • Ability to analyze all aspects of a case and to interpret and apply the relevant criteria with a view of making lawful, fair, and equitable decisions;

  • Ability to oversee the establishment and implementation of organizational standards of performance, productivity, efficiency and quality in decision-making, as well as working guidelines and operational policies for staff and members, and for conducting hearings;

  • Ability to analyze complex situations in order to develop strategies and make appropriate decisions, while anticipating their short- and long-term impact;

  • Ability to perform under tight time constraints and stressful circumstances;

  • Ability to develop effective working relationships with the Minister and government officials, while maintaining the degree of independence required of an adjudicative tribunal; and

  • Superior communication skills, both written and oral, and the ability to act as a spokesperson in representing the External Review Committee with stakeholders, media, public institutions, governments, and other organizations.

Language Requirements

Proficiency in both official languages would be preferred.

  • No member or former member of the Royal Canadian Mounted Police is eligible for appointment to either position (statutory).
