The Sustainable Jobs Partnership Council is an advice-giving body created under the Canadian Sustainable Jobs Act. It is responsible for providing independent advice to the Minister and specified Ministers, through a process of social dialogue and based on their own expertise, on measures and policies related to Sustainable Jobs.

The Council consists of 13 members, including two Co-chairs who represent trade unions and industry, respectively.

Reporting to the Minister, the Co-chairs provide leadership to the Council by focusing the research agenda, managing research, scrutinizing and refining findings and leading the development of the engagement plan, as well as the conclusions and recommendations for policy. The Co-chairs oversee preparation of the annual report, which provides expert advice on measures related to Sustainable Jobs.

The Co-chairs preside over all Council meetings, serve as primary spokespersons with media, stakeholders, and government officials, liaise and communicate advice to federal ministers on behalf of the Council, and work with the Sustainable Jobs Secretariat.

Education and Experience


  • At least one of the following experience criteria OR one of the indicated knowledge criteria in the section below to be eligible as per the legislated factors for consideration:

    • key economic sectors involved in the shift to a net-zero economy;

    • representation of unionized workers;

    • economic and labour market analysis and forecasting;

    • governance of advisory boards or committees;


  • Experience working with individuals of different backgrounds and viewpoints and bringing together divergent views;

  • Experience communicating the views and perspectives of a group, community, advisory body or organization, including to the public and media;

  • Experience leading and overseeing the development and completion of strategies, approaches or plans related to the work of an organization, advisory body, community or group;

  • Experience in engagement or Indigenous engagement would be considered an asset;

  • Experience providing comprehensive advice and diverse perspectives on sustainable jobs would be considered an asset.

Knowledge, Skills and Abilities


  • At least one of the following knowledge criteria OR one of the indicated experience criteria in the section above to be eligible as per the legislated factors for consideration:

    • the types of issues facing workers in the shift to a net-zero economy, including issues related to industrial change and technological transformation;

    • the Indigenous knowledge of Indigenous Peoples;

    • climate change and climate policy at the regional, national and international levels;

    • skills development, training and retraining initiatives at the regional and national levels.


  • Ability to manage and provide direction to the work of the Council; and

  • Ability to provide coaching and mentorship to other Council members to fulfill their responsibilities, and champion the values and principles of sustainable jobs.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment


  • Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website under the Forms and reference material.

  • All appointees are subject to the Conflict of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities.   • Appointees must uphold the highest standards of probity and are expected to demonstrate behaviours in the workplace that afford respect, equality and dignity, to everyone they interact with at work at all times. The Values and Ethics Code for the Public Sector outlines the values and expected behaviours for public servants, including valuing diversity and creating workplaces free from harassment and discrimination. Governor in Council appointees are expected to uphold and respect these values and principles in a positive and active manner.

  • Appointees must have knowledge, expertise or experience in one or more of the following:

    • the key sectors involved in the shift to a net-zero economy;

    • the types of issues facing workers in the shift to a net-zero economy, including issues related to industrial change and technological transformation;

    • the representation of unionized workers;

    • the Indigenous knowledge of Indigenous Peoples;

    • climate change and climate policy at the regional, national and international levels;

    • economic and labour market analysis and forecasting;

    • skills development, training and retraining initiatives at the regional and national levels;
      and

    • the governance of advisory boards or committees (statutory).



  • Appointees must represent trade unions and industry (statutory).

  • Appointees must be able to dedicate approximately 4 to 5 days per month to the duties of the position, with up to an additional 7 days per month on occasion for specific operational reasons (for example, related to Council engagement trips or the preparation of input to the annual report).

  • Appointees must be willing and able to travel across Canada.
