The Department of Citizenship and Immigration (Immigration, Refugees and Citizenship Canada) facilitates the entry of temporary residents, manages the selection, settlement and integration of newcomers, grants citizenship and issues passports to eligible citizens.

Following upcoming amendments to the Immigration and Refugee Protection Regulations and to the Citizenship Regulations, Immigration, Refugees and Citizenship Canada will be issuing administrative penalties and consequences for violations committed by those providing paid advice and representation on immigration or citizenship applications. Those issued administrative penalties and consequences will have a legislated right to seek a review of the penalty decision and of the penalty amount. The review process will be described in regulations.

Reviewers must determine whether, on a balance of probabilities, the person is responsible for the violation and, if so, whether the amount of the penalty has been determined in accordance with the acts and regulations. Reviewers review all written submissions requesting a review and provide a decision in writing to the requester and to Immigration, Refugees and Citizenship Canada.

Education and Experience


  • A degree from a recognized university or acceptable combination of equivalent education, job-related training and / or experience;

  • A degree in law would be considered an asset;

  • A minimum of five years of experience in decision making related to sensitive and complex issues;

  • Experience in interpreting and applying legislation, regulations, policies and directives;

  • Experience in the operation and conduct of an administrative tribunal or agency would be considered an asset; and

  • Experience in writing submissions or decisions that pertain to the interpretation of statutes and case law would be considered an asset.

If you move on to the next stage of the selection process, the following criteria will be assessed:

Knowledge, Skills and Abilities


  • Knowledge of the principles of administrative law and natural justice;

  • Knowledge of the Immigration and Refugee Protection Act and Regulations and of the Citizenship Act and Regulations would be considered an asset;

  • Knowledge of the process, legislation and regulations governing the provision of immigration and citizenship representation or advice for consideration would be considered an asset;

  • Ability to quickly and effectively analyze and synthesize relevant case information;

  • Ability to make timely and effective written decisions; and

  • Ability to write in a clear, concise and comprehensive manner.

Language Requirements

Proficiency in both official languages is an operational requirement of this position. You will be expected to demonstrate your proficiency during the interview process.

Eligibility Factors and Conditions of Employment


  • Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website, under Forms and reference material.

  • All appointees will be subject to the Conflict of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics Commissioner, within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities.   • Appointees must uphold the highest standards of probity and are expected to demonstrate behaviors in the workplace that afford respect, equality and dignity, to everyone they interact with at work at all times. The Values and Ethics Code for the Public Sector outlines the values and expected behaviors for public servants, including valuing diversity and creating workplaces free from harassment and discrimination. Governor in Council appointees are expected to uphold and respect these values and principles in a positive and active manner.

  • Appointees must be a Canadian citizen or permanent resident (statutory).

  • Appointees must be willing to work overtime.

  • Appointees must be willing to work independently and with little supervision.
